During the annual Judicial meeting at Munyonyo CommonWealth Resort, the Minister for Justice and Constitutional Affairs Norbert Mao admitted that torture of victims is very evident as well as illegal detention of the accused. On countless times the country has witnessed disappearance of Ugandans which later turns out to be police arrest followed by illegal detention. However, the Minister defends government arguing that much consideration and plans are underway way to address the problem.
Chief Justice Alfonse Owiny Dollo weighs in, attributes ilegal detention to inadequate staffing of the Judicial system and calls for immediate staffing. Many Ugandans are locked up without trial including the terror trial of MP Alan Ssewanyana and Kawempe MP Muhammad Ssegirinya, with recent failure in preceeding as presiding Judge fails to turn up. Hon. Robert Kyagulanye and NUP MPs are still demanding release of their supporters on ilegal detention without trial and missing supporters. In general Ugandans are hopeless of a system that cannot render the intended services.
Much as the intention of the appointment of Norbert Mao as Minister not yet digested by many, some today agree that he spoke the truth but will he continue standing by it?
