President Museveni who doubles as the Commander in Chief (CIC) has appointed former Chief of Military Intelligence (CIM), Maj Gen Abel Kandiho, as the new Chief of Joint Staff of Uganda Police Force.
Maj Gen Kandiho replaces Maj Gen Jack Bakasumba who has been appointed the Ugandan Delegate to the South Sudan Peace Monitoring Mechanism.
From the 25th of January 2022, he was re-assigned to duty in Southern Sudan, as a Special Envoy. However, this assignment was reversed and instead was appointed Chief of Joint Staff of Uganda Police Force
“H.E the President and C -in- C of the UPDF has appointed Maj Gen Abel Kandiho as Chief of Joint Staff of Uganda Police Force replacing Maj Gen Jack Bakasumba who has been appointed the Ugandan Delegate to the South Sudan Peace Monitoring Mechanism,” UPDF tweeted on Tuesday evening.
Before his current assignment, Kandiho served as the Chief of Military Intelligence in Uganda’s National Army UPDF.
This latest appointment comes shortly after Museveni appointed Brigadier General Felix Kulayigye as Army spokesperson replacing Brigadier Flavia Byekwaso, who was sent on a course.
This comes at a turbulent time of public outcry about torture at security hands latest culprit being pen-partner Kakwenza. Last week Uganda’s opposition stormed out of Parliament in protest of the same. Political Analysts however had mixed reasonings with some siding with the state while others bitter about it. Appearing on a local national television, a notorious political orator Frank Gashumba stated that Gen. Muhoozi should have engaged Kakwenza on phone first before having him arrested, meanwhile Mukono’s voice vessel Hon Betty Nambooze said she is very much wanting to see what case he (Kakwenza) will be charged with when arranged before court for insulting the first son.
Opposition MPs has now threatened to to censor Minister Jim Muhwezi over torture. Thomas Tayebwa Government Chief Whip was quick to say this will not in any way happen to the minister.
President Museveni has always thrown in army individuals to head most sectors and taken over government developmental projects and general security matters. It has nonetheless become an in house appointment in police however it is not common for Police to be appointed in army. He once said this is done because UPDF is the most disciplined security agency in the land.
